LABOR PAINS — The state Senate has approved two bills that would define franchisees as the sole employers of restaurant staff rather than the parent corporation. The bills are reaction to a ruling in August by the National Labor Relations Board that defined franchisees and corporations as joint employers. The issue could have a significant impact on major chains such as McDonald's, Applebee's, and Buffalo Wild Wings, and Bagger Dave's. [Crain's]
